Republican for 31st District Representative


Each candidate was asked to respond to three questions.

1.  What are the top issues you will address in your campaign and what are your plans for moving those issues forward?

Education, Jobs; the Quality of Life for Veterans and Seniors; and Long-Term State Budget Challenges make the greatest impact on Delaware’s economy today.  

EDUCATION:  Education is the key to a pathway to success in our communities.  As an Educator, I spent decades in elementary, high school and college classrooms.  I understand the struggles our amazing teachers face on a daily basis when funding and resource allocation do not meet and reach the needs of our students.  I remain committed to being a strong voice for advancement in education.  I continue working to improve educational standards and expand vocational training to promote profitable career paths for real business opportunities. 

JOBS:  We must strengthen our workforce and create an environment where businesses can succeed.  Delaware must become a business-friendly state that supports entrepreneurs and free enterprise by working with local business owners; technical schools and colleges to create good paying jobs and a favorable economic environment that sustains them.  I support implementing budget stabilization policies and  practices because a fiscal climate that fosters job creation and long-term growth requires spending restraints; sustainable fiscal accountability, analysis and transparency in state government. 

STATE BUDGET:  To address the state’s long-term budget challenges, I would work with the Advisory Panel to DEFAC (Delaware Economic and Financial Advisory Council); the State Treasurer’s Office and the OMB on budget smoothing mechanisms and the Potential Fiscal Controls in Joint Resolution 8.  I supported HB 460 and DEFAC’s proposal to move the Budget Reserve Account into the Budget Stabilization Fund  with limit checks that relate to real-world economic indicators.  Spending restraints must clearly define the cash flow in and out of the Stabilization Fund; address systemic budget analysis shortfalls to improve fiscal policies and, effectively, manage Delaware’s financial accountability.  Raising TAXES to balance the budget in deficit years is NOT the answer.  We  must manage revenue sources and analyze spending to insure that we meet the needs of ALL Delawareans in a responsible and sustainable way in lean or budget surplus years.  When  stakeholders share a collaborative responsibility for the future of quality education in our communities, we have a formula to build an economic climate that sustains good jobs.  Add in a 21st Century curriculum; state-of-the-art equipment; appropriate allocation of funds; reduce class size; attract and retain qualified STEM Teachers and we are on a pathway to empowering our students to reach their full potential.   

2.  What makes you uniquely qualified for the political office you seek?

My professional knowledge and experience acquired across several career fields allow me to bring specialized leadership, communication, marketing, team-building and management skills to the table.  My proven leadership record, uniquely, qualifies me for service in the State Legislature.    i learned to improvise, adapt, and overcome many obstacles in 25 years of military service in the U.S. Army Signal Corps; Quartermaster Corps; and Adjutant General’s Corps in MACOM (MajorCommand) Joint Force Operations and assignments across America; in the Pacific Theater; the Middle East; and working with 41 Countries plus NATO in Europe.  As a Realtor, I provided GPS on the Road Home for hundreds of Delawareans delivering the dream of home ownership satisfying diverse housing needs including moves from subsidized government housing; building luxury homes or downsizing to a cottage in the woods… I am ready, willing and uniquely qualified to be a strong voice speaking out for the greater public interest on issues that address our concerns without prejudice or favoritism.
