The suspect is identified as Frank D. Bowden, 47.

Delaware State Police have arrested a Dover man in connection with a Wilmington rape and robbery.

Division spokeswoman Master Cpl. Melissa Jaffe identified the suspect as 47-year-old Frank D. Bowden.

Jaffe said the case began Saturday, Sept. 15 in Dover when two women accepted Bowden’s offer of a ride to Wilmington. Bowden dropped off one of the women near the city as planned but afterward drove the second woman to the Merchant Square Shopping Center, where he allegedly demanded sex.

The woman refused, Jaffe said.

Bowden allegedly drove to and parked in a secluded area, dragged the woman from the vehicle and sexually assaulted her. After he left, the victim flagged down a motorist who used the individual’s cell phone to call for help.
She was taken to an area hospital and treated for serious injuries.

The police investigation brought up Bowden as a suspect and he surrendered to police Sept. 28.

Bowden is charged with attempt to commit murder first degree, rape first degree, robbery second degree, and terroristic threatening.

He has been committed to the Young Correctional Institution in lieu of a $205,500 cash-only bond.
