  • New Castle County government ended fiscal year 2012 in the black without raising property taxes, laying off employees, or borrowing from the county's reserves.
    According to county executive Paul G. Clark, the fiscal year ended June 30 with $1.2 million less in revenue than budgeted, but $2.1 million less in expenses. That made a net income of $900,000. The general fund's total operating budget for fiscal year 2012 was $165.9 million.
    The county also balanced its fiscal year 2013 budget, which county council approved in May.
